Graham Tope, Baron Tope, is a Liberal Democrat politician who served as MP for Sutton and Cheam from 1972 to 1974 before being appointed to the House of Lords in 1994. 

A leading figure in local government, he was Leader of Sutton Council for 13 years, served on the London Assembly and the Metropolitan Police Authority, and was active in the European Union's Committee of the Regions.

Born in 1943, he was educated at Whitgift School, worked in insurance and the voluntary sector, and married Margaret East in 1972.
